Local Assessment Option (LAO)

The Oregon Local Assessment Option (LAO) is an application-focused, multi-faceted, contextualized, and authentic measure of a teacher candidate’s ability to plan, implement, and assess instruction; embedding research-based pedagogical practices that reflect the knowledge, skills, and critical dispositions of a professional educator. Developed in collaboration with eight Oregon Educator Preparation Providers (EPPs), and to be piloted by Oregon EPPs, including K-12 partner feedback, during the 2022-23 academic year, this Framework serves as a preliminary draft to be re-evaluated at the end of the 2023 academic year by the original workgroup who created the Framework.

Multiple Measures (MM)

Utilizing Multiple Measures (MMs) in assessment is a strengths-based approach that will allow preservice candidates to demonstrate the knowledge and skills required to be effective in the classroom. Utilizing MMs as an assessment policy supports efforts to diversify the teaching profession and helps provide all students with the teachers they need to learn and be successful. A MMs approach models for teacher candidates an approach to assessment that will be applicable in their practice.

Holistic CompetencY framework

The Teacher Standards and Practices Commission (TSPC) and the Oregon Bureau of Labor and Industries (BOLI) are working to create a paid registered apprenticeship for teaching. To ensure that apprentices meet key benchmarks in their progress within this program, TSPC has created an apprenticeship framework and associated teaching competencies that align with state and national teaching standards.


This Holistic Competency Framework will describe the required skills, knowledge, capabilities, and dispositions to reach teaching proficiency and help to make these competencies explicit for those working and supporting apprentices and preservice candidates in the field. These competencies are still under development. More information to come.
